Jim,

Thanks much for your hard work on the SRA proposal. I didn¹t like the original, and proposed many changes a year ago while serving the town planning commission. I was alone in that effort.

I'm very pleased, however, to see that, thanks primarily to your persistence, most of those changes were included in the final approval. In fact, the final version is better than I'd expected.

It's unfortunate that this was an issue in which we could only choose the least detrimental alternative, among several. Saying no to any development on that property simply was not an option. If only the public could fully understand that...

Again, thanks and continue to fight the good fight.

Sincerely,

Roger Hayden

Jim
Just a note to thank you for all your hard work, on all our behalf's!!! I know it has not been easy, but believe you gave it your all. Thank you again. Greg Mc Huron

-------------------------------------------------------
Dear Jim:

Alan and I are very unhappy about your vote. I don't think SRA is the
best thing since sliced bread as you seem to. Sorry for you. Margot Hunt

---------------------------------------------------------

Jim - thank you for your update and your courageous vote. It must have been difficult for each one of you to decide. After all of the information given to us, I still was undecided (you didn't have the luxury to remain undecided), although the support of The Conservation Alliance meant much to me.
Blessings to you.
Jack Swann

--------------------------------------------------------

Thanks Jim,

For keeping a close eye on this and giving us all the details of the SRA. It's been a little hard for the community as a whole to follow. So, thank you for your diligence in this matter and for keeping us informed with what's really going on. You're doing a great job!

Jesse and Karen O'Connor

---------------------------------------------------------

Hi Jim,

Thank you for your explanation and your vote. I'm sure it was a very
difficult decision. Thank you for your support of the plan.

Sue and Alan Bybee

--------------------------------------------------------

Jim, Congratulations on a good vote on the SRA. When I first heard that it passed and that you were the swing vote, I was disappointed. But when I read about all the concessions that you squeezed out of them, and took a few minutes to reflect on some of the proposed alternatives, I reluctantly came to the conclusion that you probably did the right thing. I also believe that your heart was in the right place and am confident that you voted the way you did for the right reasons. Bet you're glad it's all over!

Regards,
Alberta Kusharski

----------------------------------------------------------
Jim,

I know that you have been inundated with emails and phone calls, but I also wanted to commend your integrity and your patience in last weeks SRA vote. You showed that you can look beyond 2 to 5 years and see the advantage of sustainable future long term growth for our entire community. As a young local it was disturbing for me to see what I perceived as a short sighted, myopic view of growth prior to last week's vote. You have proven that you are more about the community and less about personal goals and I commend you for hearing and truly listening to your constituency. Thank you very much and best of luck.

Cheers,

Hanley Sayers III

------------------------------------------------------------

Jim, a special thanks to you for having the courage to change your mind and your vote.

Best regards,

David Yoder

------------------------------------------------------------

You did the right thing. We can't shut the doors and bar all development, so we must strive to get the most responsible development possible. With clustering at the already developed Village, lots of open space and fine-tuning through your efforts, the final SRA proposal is better than we'd see from a lot of less responsible developers. Thanks,

Steve Unfried

July 18, 2005

Jim,
I would like to complement you on your final decision. Where did you learn those great negotiating skills? I feel that the package the county has approved is a viable and solid approach to a very complicated situation.
As we both know, SRA will develop their land in some manner, and now we know how. It took guts for you to change your position, but I am confident we will all realize the benefits of what was approved in years to come. The nay -sayers will be loud and vocal, but the whole community will be the ultimate benefactors. Thanks for all your time and effort.
Respectfully, Jack Nunn

--------------------------------------------------------------------------

Mr. Darwiche,

Thank you for making a dream of mine that much closer to becoming reality. I am confident we are making the right choice. Thank you again,

Tony Mendes

------------------------------------------------------------------
It is the right thing to do.

Terrence Whitaker

------------------------------------------------------------------------------

Jim,

I just wanted to say a quick thank you for having the courage to change your vote on SRA. Your actions were commendable and have not gone unnoticed.

Thank you,
Amy Larimer

-------------------------------------------------------------------
A very thorough update. Thanks for keeping me in the loop. I support your decision. -Jeff McDonald

----------------------------------------------------------------------------

Dear Jim,

Thank you for your commitment towards our Valley's future. Your vision and willingness to change for the betterment of Teton County is a win/win for us all.
I appreciate your time, effort and support of the SRA for Teton Village.
Best,

Diane Peterson

-----------------------------------------------------------------
Good job Jim. I truly belief you made the right decision for the majority of the residents of Teton County. We are a resort community and the SRA plan will help make a stronger resort and more competitive. Growth is inevitable, so we must do all we can to control it and plan it well and the County Commissioners did a very good job with this issue.

Bill Lewkowitz

-----------------------------------------------------------------
Mr. Darwiche,
Thank you for seeing the light and voting positively for SRA.
Herb Brooks

-----------------------------------------------------------------
Hi Jim,

Thanks for the heads up! I must admit that based on earlier meetings I was surprised that you cast the swing vote for SRA, but I absolutely commend you on having the vision to vote for this proposal. I know it was a difficult decision so thanks for working through this and for getting the best possible outcome for our community.

Take care and keep up the good work.

Best,

Mike May

------------------------------------------------------------------
Jim -
I appreciate your long hours of work and your heartache. You have taken your commitment to public service seriously, and I deeply respect you for that.
I also happen to agree with the way you came out on the SRA vote. I think you have finally managed to extract all the benefit for the community that it was possible to extract, given the determination of the Resor heirs to develop to the max.
Like you, I am still apprehensive about the future. But you had to make a reasonable decision based on the best information available, and you did. Thank you. All best, Joe Albright

------------------------------------------------------------------------------

Jim,

Thanks for your note and communication with the community.

Thanks also for the thoughtful questions, recommendations, ultimate improvements to the proposal and the courage to continue to seek the best for the community and then support it with your vote. Changing your vote was clearly appropriate following the improvements to the plan and the new opportunity for the Valley.

Best regards,

Ed Liebzeit

--------------------------------------------------------------------------

Jim,

And kudos to you for keeping an open, objective mind and weighing things on their merit.

And for that alone (despite how the vote went), the community is in your debt. Best wishes,

Brett McPeak

-----------------------------------------------------------------
thank you for your work on this project. i only hope it starts a trend
towards planning our developments thoroughly. leadership such as yours insures our viability in the future of mountain resort tourism.

Walter Hyer

------------------------------------------------------------------

Dear Jim

Thank you for you continued feedback regarding your decisions on the SRA vote. I agree that the proposal as approved is a much better proposal than the initial offer. However, I am not sure that in the end anyone really won other than "big money" and the Resor family. At the end of the day, a significant chunk of open space is lost and no matter how glossed over, more density and more traffic. My overall concern now is that the Resor/SRA consortium and the Resort are well on their way to becoming the "800 pound gorilla" in the valley. The thinly veiled political postureing re" the tram replacement is an example of this. Jackson and Teton County are bigger than either and this area offers more than a ski resort and a few cows grazing along Hiway 390.

Concerned citizen

Dan Smitherman

-----------------------------------------------------------------

Jim-
I want to sincerely thank you for your positive vote on the SRA last week. You're actions showed courage, knowing that not everyone would be pleased, but you acted in the best long term interests on Jackson. Look what also happened last week, the Rusty Parrot was named the #1 hotel in the world, and the Four Seasons was # 69. Net, net- that is good news for all of Jackson. The more the community has to offer the longer people will stay and that's good for Jackson. Based on your vote, and the changes you required, in my view, Jim, you are one of Jackson's champions.
Thank you again.
Jim Lewis

---------------------------------------------------------------
thanks - this makes a lot of sense.
Susan Marsh

-------------------------------------------------------------------------

Great job, Jim!

Thanks for hanging in there for us, the citizens of the County. I'm sure this was a tough project!

Paul Cote

------------------------------------------------------------------------

Dear Jim,

Thank you for voting for the SRA. I know it was a difficult decision, but I don't think you will be disappointed.

Sincerely, Pam Sell

--------------------------------------------------------------------------

Thank you for taking the time to get this information out.
Pam Koob

-------------------------------------------------------------

Jim,

I agree with you that it should have passed. I think
that the village would have benefited with more
commercial but I understand your concerns. I hope
that this will help the village become a true
destination. Thanks again,

Cornelius Kinsey

------------------------------------------------------------------

Dear Jim,

I think you did the best you could do. Something had to happen as they have the right to develop their land. Now comes the approval process for the individual projects. That will be ongoing for many, many years.

Thanks Jim for your efforts which I know took hundreds of hours.

Sincerely,
Bruce Hawtin

-----------------------------------------------------------------

Good job, Jim. As we discussed, you created a significant benefit for the community and the viability of the Village.

Best regards, Alan Hirschfield

-----------------------------------------------------------------

Commissioner Darwiche,

I can't tell you how much I admire you for having the courage to vote for the SRA proposal last week. Largely because of your leadership, SRA ended up agreeing to a plan that is much more beneficial to the community than would have otherwise been the case….significantly better than they were proposing, and certainly significantly better than the piecemeal development that certainly would have occurred had their plan been rejected outright.

If I can ever assist you in any way, please let me know.

Phil Stevenson

-----------------------------------------------------------------------

Jim,
I want to thank you for having the guts in changing your vote. I think you showed TRUE LEADERSHIP in doing what was right for Teton County's future. Take care and I look forward to seeing you in Jackson.

Dear Jim, I want to thank you for your courage and foresight in regards to your SRA vote. I belive this project will help Jackson continue to be a viable and vibrant community for decades to come. Thanks for listening. Sincerely, Paul Rossolo

--------------------------------------------------------------

I would like to take this time to thank you for your positive vote on the SRA project. I'm glad you took the consideration of all the Teton County residents and gave the opportunity to myself and other Teton County residents more affordable housing. I'm very lucky and proud to work and live in Teton County everyday.

Thank you again,

-----------------------------------------------------------

Dear Jim,
I just want to thank you for your vote last Tuesday. I know you worked hard to make the best decision and plan possible. I also appreciate your communications which I have read during the year. This one was particularly helpful. I know there is much work still to be done by all which I look forward to participating in. I am especially appreciative for having a legacy, a planned cooperative village for future generations. May we all work well together in the future to keep the SRA Plan moving forward.
Sincerest thanks, Connie Kemmerer

-------------------------------------------------------------
Mr. Darwiche, thank you for making such a brave move with the approval of the SRA plan. Smart growth has always been the safest and best way to grow so again thank you for your reconsideration and ultimately changing the zoning to the proper "resort" status. Sincerely,

Sarah H. Sousa

----------------------------------------------------------------------

Jimmy,

I wanted to thank you for all your hard work and courage with the SRA proposal. Even though I've never been in office, I appreciate the pressures that you are submitted to when confronted with a controversial issue like this one. You've handled the process very well and stayed above the fray.
I congratulate you!
Un abrazo,
Manuel Lopez

-----------------------------------------------------------

i do appreciate your thoughtful analysis of why you voted as you did, and i wish the other commissioners would do this kind of email. it was very difficult in the last couple weeks to figure out what the latest proposal entailed, and what its impacts would look like compared to what the impacts of no variance would be. certainly the no variance development would be huge in and of itself. i think maybe the concessions the resors have made just might make the variance worthwhile. i hope so. everyone sure put alot of work into this thing (and i think targhee will make sra look like a small amount of work--good luck!).

Beverly Boynton

------------------------------------------------------------

Dear Jim,

Thank you for your "yes" vote regarding SRA and for all your
research. I know you did the right thing and won't be disappointed
in the future of the Village. Your efforts are sincerely appreciated.

Keep up the good work and give my best to Saffa.

Sincerely,

Pam Flores

Jim-

On behalf on the jackson hole film institute and jackson hole film festival, we would like to commend you for your support of the sra plan. This is a great thing for the community, and we look forward to working with Teton County and the Resor family and see how we as an organization can make Teton Village a vibrant community for everyone.

Best regards,
Lorne Maltenfort

Jim,
A tough decision. Thank you for making this tough
choice and for recognizing the future needs of
emergency services in the greater Teton Village area,
in the process.

Jim:
You exhibited some real courage when you voted in support of the revised SRA Plan. The long term benefit of the "OPEN SPACE" provided for with this plan will have a lasting beneficial impact on the valley! Thanks for having the courage to step up and do the right thing!

Jim,

Congratulations and thank you for your vote. It's a win win for Teton County. Nice job and really appreciate your final support.

------------------------------------------------------------

Mr. Darwiche:

First of all, I would like to thank you for taking the time to respond to my email. I really appreciate it. I am very disappointed at the outcome of the final vote, but I'm also very thankful that there were some drastic changes made to the original plan. Thank you for your efforts to maintain the unique beauty of Jackson Hole.

Sincerely,

Alex Bontecou

------------------------------------------------------------

Congratulations on the major effort you have made for the community. I applaud your hard work and tenacity. Thank you so very much. Pat

Pat Kidder

------------------------------------------------------------

Dear Jim, Congratulations and thanks for the bottom-of-the-9th tradeoffs and reductions that you achieved in your role as the swing vote. It's a great outcome, a superb compromise. The problem with planning so commonly is that the deficiencies of what's in place aren't apparent until a bad proposal draws one's attention to the problems, but the bad proposal deserves to be approved because they followed the rules. This could have been far worse but instead it's become something much better than anyone could have forecast. Regards, Ben Read

-----------------------------------------------------------

lets see no right away for a north bridge --- more traffic on 22.....when do we get a light at sky line so we can turn towards the village?.... o thats right we don't count same reason the start bus will not stop for our kids--- its only for the tourist.

The " open space " is really more housing --- in fact 59 units on the 1300 is the same number of units as 35 acre lots on the rural zoning.

I will not forget

Warren Machol

-------------------------------------------------------------

225 units of affordable housing will generate over 675 more trips per day on highway 390.
And please realize that a large resort at a dead end road is going to do nothing except increase traffic. A north bridge could be run, not through Sage Drive and the Snake River Ranch but through several easements you already have to the north of that.
My enthusiasm for this comes from a father's desire to protect his family. Highway 390 is now very dangerous. It is a circle route where families, Harleys, and speedsters go to Teton VIllage, do their thing, and drive back along the same road.
Please address this issue with the same enthusiasm as those issues that generate profits to our community.

Warren Pratt

------------------------------------------------------------

Your work for the community has always been what I have admired. However, I think you, and the rest of the county commissioners, did not go for a really hard and vital concession from SRA, namely both easements and endorsement from SRA for a new Snake River bridge. In this respect, my opinion on the recent approval of the SRA plan is that the commissioners voting for it let all of the county down.

Lee Cutler

-------------------------------------------------------------

The board lost integrity with the wishy washy voteingadn the fact that they went against public opinion.

July 16th, 2005

Jim,

I applaud your courage in voting for the SRA proposal. I believe it is a step forward for the community and represents a sound plan that assures community benefit form the development that is inevitable for the lands adjacent to the existing Teton Village.

Thank you for looking to the future with vision.

Francesca Rice

-----------------------------------------------------

And what about the traffic on highway 390....Sherrie Jern

------------------------------------------------------

Dear Jim,

Thanks for your e-mail on the SRA vote. It seems to me that the SRA sat down with you and said what do we need to do to get your vote. They changed their proposal just enough to get your support. While it may be good enough for you it is not good enough for a lot of us, we wanted more and we would have gotten it if you had not caved in to SRA's pressure. To say I am disappointed in your vote is an understatement. Who are you to make this decision, when you know most of the county residents oppose it?

Paul Lawrence

-------------------------------------------------------

Thanks-I think you did the right thing. Clay James

-------------------------------------------------------

Jim- I believe you used a good decision making process and that your vote was the right thing to do.

Thank you for all your hard work.

Stan Zaist

-----------------------------------------------------

I agree with your change of vote BUT that agreement with SRA must be written so that there are no loopholes. The golf course may turn out to be such a loophole and there is no offsetting plan for the increased traffic. Without another bridge this approval is very short sighted.

Gordon S. Gray

------------------------------------------------------

I am very proud of you to fight for what you believe is best for our community. I am also very honored in knowing that you adeptly made your case, got the concessions you desired and were man enough to change your vote knowing that you would receive an incredible amount of public backlash.

I for one, appreciate the deal you scripted with the Resors and look forward to seeing the Teton Community grow in a smart and concious direction.

All the best, and I'll see you at the market.

Tim Harland

As a private citizen, I want to commend you for your efforts as a commissioner and your diligence in sorting through this complex proposal. You and your fellow commissioners worked hard to do the right thing for the long-term good of county. I'm proud to reside in Teton County and be represented by this commission. Best to you as you reload for other, new topics in the wings.

Commissioner Darwiche,

Well done. Your vote took real courage on your part.
You served all of us in Teton County well--with a long-run view.

Your vote on SRA was an act of statesmanship.

--------------------------------------------------------

Good Job - Jim! I think you carefully considered the needs of all concerned and arrived at a solution that will benefit all of us in the future. Please accept my personal congratulations on bringing a very contentious matter to a successful conclusion.

Eric Schmidt

-------------------------------------------------------

I think that the eventual decision reflected well on you and on the County. The changes you recite are good. On balance, the plan makes sense. Tough call but that's the fun of public service.

Neal Manne

-----------------------------------------------------

Jim,

Congratulations on your vote. The County extracted a lot of value out of this plan. Bike paths into Jackson will add tremendous value for both residents and visitors. I appreciate the tremendous effort put forth by everyone, especially you, in reaching this conclusion. You have my vote in the next election....should you decide to go through this process again!

July 14, 2005

Dear Mr Darwiche and fellow commissioners,

Thank you for your tireless work in finding an acceptable form for the SRA plan, for your reconsideration and revaluation and final approval. We believe this is for the good of everyone in this community even those who still can see it that way.

Bob and Madeleine Emrick

--------------------------------------------
I want to echo those who have comended the leadership, political courage and foresight of those commisioners such as Mr. Darwiche who have navigated adroitly through a sometimes shrill debate. The reasoned and balanced judgment is a shot in the arm for the entire community. I have no doubt that it is one that history will conclude to have been packed with wisdom and insight.

Daniel D. Veniez

---------------------------------------------
Dear Mr. Darwiche and fellow commissioners,

Just a short note to commend you on your thoughtful SRA decision that will benefit Teton County, WY. I especially appreciate all the time you have so generously given to study and give thorough consideration to this issue.

Alice Widdess

----------------------------------------------
Jim, kudos to you for reconsidering and bringing forth ideas for improvement allowing you to see the positive aspects of the proposal. Larry and Leland, you obviously felt differently about approval but knowing you both I trust you will be supportive now in helping to refine the very best plan for the Valley.

Thanks again for your contributions and a positive vote.

Best regards,

Ed Liebzeit

--------------------------------------------
Jim -

I'm a resident of the Village but make my living as a lobbyist for General Electric in Washington. I've watched a lot of complicated deals come together, and fall apart.

I was impressed by the way you guided the SRA debate. You probably got the best deal possible for Teton County. Impressive job!

Rob Wallace

----------------------------------------------
Jim,

I grew up in Wilson and work on the Moose-Wilson Road. I am very happy and relieved with your swing vote decision to support SRA. Voting for this proposal will allow our beloved county to have greater control over fundamental issues such as: transportation & traffic, ski area parking, and employee-affordable housing. Concentrating development at the Teton Village core is a much better alternative to having multiple subdivisions across Moose-Wilson Road that result in sprawl.

Thank you!

Jarad Spackman

-------------------------------------------------

Hi Jim,

Thank you so much for your hard and thorough work on the SRA proposal. It is amazing how you achieved so much more in the final stages. Once again your integrity and caring have been an invaluable service to our community.

With gratitude,
Barbara

-------------------------------------------------

I think that your vote on the SRA project speaks well about your willingness to hear the community and try to search for a benefit to all of the people. Although neither party got what they wanted, the outcome was balanced and should allow for a benefit for the community and Teton Village. Thanks again for your change in vote…

Clayton Andrews

Jim,

I agree with all of Sharon's comments.

Additionally, your choice will provide some of the funding necessary to make START a viable public transit system within Teton County.

Thank you!

Jim,
I am so proud of you as my representative on the County Commission. I believe the choice you made concerning SRA will allow my family to continue to live and prosper here for generations to come. We must have vision when it concerns the future of our valley and I fully believe you did the right thing. Please do not allow the negative attitudes, that will be out in full force, make you feel for a second that you did the wrong thing. I know you still must have some reservations about the project but time will prove you right.
Sharon Nethercott

Jim
I am truly sorry that you voted for SRA. It will the kiss of Death to the West Bank.
You are a good man, but in my opinion you made a serious mistake which will someday haunt you.

Dear Mr. Darwiche:

I commend and thank you for your courage in changing your mind and voting for SRA. As a Republican and local business person, you will have my vote in the next election. Again, my thanks.

Thank you all for your long hours and conscientious consideration on the SRA proposal. You have refined and approved a cohesive plan that will best serve change that is an inevitable fact in the area and can, in fact, be good. I am pleased the SRA plan has been approved.
